On the Application of Apostille Certification in Place of
Consular Legalization from September 11, 2026
1. General Information

From this date onward, public documents circulating between Vietnam and Contracting States that have an operational relationship with Vietnam require only a single certification - an Apostille - in place of the previous consular legalization procedure.
An Apostille certifies the authenticity of the signature, the capacity in which the person signing the document has acted, and the identity of the seal or stamp which it bears; an Apostille does not certify the content of the document.
2. Changes at the Embassy of Vietnam in Hungary
Starting from 11th September 2026, the Embassy will cease receiving applications for consular legalization of public documentsissued by competent authorities of Hungary.
3. Documents from Hungary for use in Vietnam
Applicants should directly contact the competent Apostille issuing authorities of Hungary listed in Section 7 below to request an Apostille. Documents bearing a valid Apostille certificate can be used directly in Vietnam without any further certification procedures. If the document is not issued in Vietnamese, a Vietnamese translation notarized or certified in accordance with Vietnamese law is required.
4. Documents from Vietnam for use in Hungary
The Embassy does not issue Apostille certificates. Vietnamese public documents must be submitted to competent Apostille issuing authorities in Vietnam. Information regarding receiving agencies, dossiers, fees, and processing times is published on the specialized portal:

5. Cases Still Requiring Consular Legalization
a) Documents executed by diplomatic or consular officers;
b) Administrative documents directly related to commercial or customs operations;
c) Documents issued by countries or territories that do not have an operational relationship under the Convention with Vietnam, including the Federal Republic of Germany, the Republic of Austria, the Czech Republic; the Kingdom of Thailand (until February 28,2027); Greenland (belonging to the Kingdom of Denmark); Tokelau (belonging to New Zealand); and non-member States of theConvention.
6. Documents Consularly Legalized Before 11th September 2026
Documents that have been consularly legalized before 11th September 2026 continue to be valid for use in Vietnam. Applicants are not required to repeat the procedure in the form of an Apostille. Apostilles issued by foreign competent authorities prior to 11th September 2026 are also accepted and valid for use in Vietnam.
7. Apostille Issuing Authorities of Hungary
Designated Competent Authorities
- The Ministry of Justice of Hungary, Department of Private International Law, in respect of public documents and legalizations executed by judicial authorities, with the exception of public documents issued and legalized by civil law notaries;
- Hungarian Chamber of Civil Law Notaries in respect of public documents and legalizations executed by civil law notaries;
- The Ministry for Foreign Affairs of the Republic of Hungary in respect of public documents and legalizations executed by other authorities.
Note: in certain cases clients may need interim/preliminary authentication (for example higher education documents)
